Although the law provides the employer, who has fifty employees or more, shall appoint at least one person to be a safety officer: professional level or advance technical level, the operation of such an appointed safety officer always faces many obstacles and problems. One of them is the lack of relevant support and cooperation from related parties. In addition, several organizations have suggested that the occupational safety of an enterprise can only be achieved by having intensive collaboration between employer and employees, the bipartite system. They shall coordinately discuss and seek a guideline for establishing safety, reducing work-caused diseases, and preventing any troubles caused by the work from occurring among workers.
